What Are Milestone Inspections?

Milestone inspections are a core component of Florida’s building safety framework and expand upon the long-standing Building Recertification Program already established in Miami-Dade County and Broward County. As defined under Florida Statute 553.899 and enacted through Senate Bills SB 4-D and SB 154, a Milestone Inspection is a periodic professional engineering evaluation focused on the building’s primary structural components.

These inspections are intended to identify structural deterioration associated with age, environmental exposure, and long-term service conditions, allowing issues to be addressed before they escalate into life-safety concerns. When performed properly, milestone inspections provide owners and associations with a clear understanding of current structural conditions and future maintenance or repair needs.

Milestone Inspections are:

  • Primarily visual evaluations of accessible structural elements
  • Performed by a Florida-licensed professional engineer
  • Intended to determine whether substantial structural deterioration is present

     

Typical Structural Elements Reviewed Include:

  • Columns and load-bearing walls
  • Beams, slabs, and framing systems
  • Structural connections
  • Other accessible structural components defined under applicable statutes
 
Milestone inspections are not intended to evaluate compliance with the Florida Building Code or fire-safety systems. Separate local building recertification programs—most notably in Miami-Dade and Broward—may impose additional documentation, such as an electrical safety certification.

Understanding the Need

When Are Milestone Inspections Required?

General Requirements for Buildings Three Stories or More:

  • Initial inspection: By December 31 of the year the building reaches 30 years of age (based on the Certificate of Occupancy)
  • Ongoing inspections: Every 10 years thereafter

General Requirements for Buildings Within 3 Miles of the Coastline, as defined in F.S. 376.031:

  • Initial inspection: At 25 years of age (based on the Certificate of Occupancy)
  • Ongoing inspections: Every 10 years thereafter

What is the Milestone Inspection Process?

PHASE 1: Visual Structural Inspection

  • Visual review of accessible structural elements
  • Evaluation of observable conditions and distress
  • Preparation of a signed professional engineering report

If no evidence of substantial structural deterioration is identified, Phase 1 may satisfy the Milestone Inspection requirement, subject to the professional judgment of the evaluating engineer.

In addition to Polaris providing a written report to the Client, Polaris will submit the report and city/county specific milestone form to the Authority Having Jurisdiction (AHJ). Also, additional copies of the report will be provided for distribution to the tenants, if requested.

PHASE 2: Detailed Structural Evaluation (If required)

  • Initiated only when Phase 1 identifies potential structural concerns
  • May include invasive or destructive testing, as necessary
  • Provides detailed findings, engineering conclusions, and repair recommendations
  • Development of repair protocols, if warranted
  • Construction administration and repair oversight, when requested

Parasar Gosain is a skilled civil and structural engineer with over five years of experience. He holds a bachelor’s degree in civil engineering from Tribhuvan University, Nepal, a master’s degree, and a Ph.D. in Civil Engineering from Florida International University. As a licensed Professional Engineer (PE), Parasar has extensive expertise in building inspections, structural assessments, and forensic investigations. In addition, he holds a Level II Thermographer certification and a Drone Pilot license, enabling him to conduct thorough and comprehensive investigations with advanced tools and techniques.

Parasar’s unique combination of advanced academic qualifications and hands-on experience allows him to deliver accurate, reliable engineering solutions for complex structural challenges, prioritizing safety, sustainability, and the long-term durability of every project.
